There are a large number of free QR code generators out there - some simple, only creating one or two types of QR codes; other rather more complex, covering many more flavors of QR code! Throw in the ability to do variable error correction, the ability to do colors, to embed images, to generate other formats (Tag, Datamatrix, etc.), and it starts to get complicated.

A honorable mention goes to QR Stuff for another full-flavored generator; to QRcodegen and Ventipix for also generating Microsoft Tags (the latter also does "mini-cards" with backgrounds); and to eQRoeil, BeQRious, soQR.fr, and Kleuren for allowing one to "dress up" the QR code, e.g. with embedded images...

Note: This cross-reference is not guaranteed to be 100% correct or comprehensive, and is also only a snapshot in time. Doubtless these generators will change and be enhanced over time... So, please only use as an approximate guide, because I will NOT be regularly updating this information (occasional updates possible).

4/16/2011 update:

Branding a Quick Response Code (QR Code) with a custom logo provides some theory related to the embedding of small logos in QR codes.

An additional way of generating QR codes is via some of the on-line search and url-shortening services. So goo.gl and Wolfram|Alpha (see below) can generate QR codes, as can bit.ly (instructions here)
